In Point Select Mode, to cut an existing line we Ctrl+click on the line. If you want to cut at an existing point in the line the natural thing to do is Ctrl+right click, since right clicking is the quick'n sure way to snap to a point. Problem is, Ctrl+right clicking is the way to open the Context Menu.

Here's what to do to make sure the line gets cut:

Hold Ctrl and move the mouse towards the cutting point until it turns into a scissors...
    When it turns into a scissors then right click.

If you right click before it turn into a scissors you will get the Context Menu.
