Design cad 19 output errors

I have a customer who has used design cad for years with no problem. I am laser cutting in wood and plastic for him. When he does any type of output to send a file it has been rescaled. The plot or cutting area is 12in by 24 when he save or outputs at any format it is resizing at 8 x 16. Even in design cad
We have gone from design cad back and forth, Design cad to prime cad. Design cad to corel draw etc. same result. He has sent files to standard plotters before but now he cant without the error.
I have 27 years of computer experience and he has 30 years drafting. This is extremely bazaar. We did multiple test on his machine and then on mine (3) different windows versions)

When you are using the Print command from DesignCAD, does the Print command show the proper width and height? If it does, and the output is scaled smaller than DesignCAD's reported width and height, then some other scaling mechanism is in place outside of DesignCAD. Make sure you are using the right driver. Use the Windows Printer control panel to check the resolution of the driver, and make sure it matches the actual device. DesignCAD is relying on what Windows tells it the device can do. If your driver tells DesignCAD that it's printing at 400 dpi, and the device thinks it's at 600 dpi, your output will only be 2/3 the size it should be.
If you're exporting plotter files from DesignCAD, and using the Generic HP Plotter, be sure to set the plot range and units per inch correctly. Then check Output Settings and make sure it's not set for "fit to plot range"
